Since they are boots, you can wear them in size 24cm without any problems, but I think the silhouette looks better in the exact size (23.5cm).
The width of the foot may be a little tight compared to other recipe products, but the leather is soft so it's not a problem.
If you plan to wear thick socks or prefer a looser fit, you may want to go up one size.
